 State to pay for 'Nord-Ost' using money stolen by investigators from dead hostages
On Thursday the Zamoskvoretsky court in Moscow ruled to satisfy claims by victims of the 2002 terrorist attack on Dubrovka. For many years the 'Nor'easters' have been demanding the return of money taken by members of the investigative team from the Moscow prosecutor's office — money, which disappeared during the preliminary investigation.
Judge Larisa Kashtanova decided to award from the state budget 9,845 rubles (ed: about $400) to the family of Maksim Mikhailov, the CEO of the Kaliningrad radio station 'Baltic Wave' who was slain during the hostage rescue operation, and 82,720 rubles (ed: about $3,300) to former hostage Yekaterina Dolgaya, a resident of the Chelyabinsk region. They were also compensated in full for attorney's fees and court costs. The Finance Ministry is to pay the victims a total of about 128 thousand rubles (ed: about $5000).

In the years following the powerful explosion, few wanted to know how the city was getting along. It turns out that it did not survive the terror attack.  On September 16th, 1999, at 5:58 am, a GAZ-53 truck full of RDX exploded in a residential district of the city of Volgodonsk. The power of the explosion was equivalent to 2 tons of TNT. The explosion damaged 39 houses. 15,280 people, every tenth resident of the city, were affected, more than any other terrorist attack on Russian territory. 19 were killed. The death toll could have been much greater, but there was some good luck: buildings located in the center of the blast were built according to unique earthquake-resistant designs.
On January 12th, 2004, in a closed trial in Moscow city court, Adam Dekkushev and Yusuf Krymshamkhalov, natives of the North Caucasus, were found guilty of the apartment bombings in Moscow and Volgodonsk, and sentenced to life imprisonment. Volgograd court rules that the region underneath the destroyed aircraft has jurisdiction Relatives of Volgograd residents who were killed in a plane crash near Tula appealed a decision by the Volgograd Regional Court that they cannot sue there, but in the Tula region. As was earlier reported on Kasparov.Ru on March 13th, and quoting Aleksandr Chernov, press secretary for the Volgograd Regional Court, the court decided that the plane crash was not the fault of the airline company: the engines worked, and the airplane was not defective. It crashed because of a suicide attack. In such a case the defendant is subject to the jurisdiction of the territory in the Russian Federation where the terrorist act was carried out. Moscow police detained five persons suspected of trying to set off a bomb Friday evening in a southeast-Moscow McDonald's. The bomb was small, and customers could scarcely have been seriously injured, according to police. They regard the incident as an act of vandalism, and not as an attempted terrorist attack. Lawyer for the Kungayev family shot to death in the center of Moscow  The murder of Stanislav Markelov took place in daytime near the Kropotkin subway station. According to witnesses, the lawyer was shot in the head by a silenced pistol. Anastasia Baburova, an employee of the newspaper 'Novaya Gazeta', who standing next to Markelov at that moment, and tried to apprehend the murderer, but she was also wounded by a bullet to the head. She was hospitalized in critical condition at Municipal Hospital No. 1.The seriously injured Anastasia Baburova underwent surgery at the intensive care department at Municipal Hospital No. 1. Moscow's top neurosurgeon, Vladimir Krylov, performed all necessary intensive therapy.
